De Laet leaves Leicester for Aston Villa

Belgian defender Ritchie de Laet has left Premier League champions Leicester City for a move across the Midlands to Championship side Aston Villa, it was announced on Tuesday.

De Laet, 27, has arrived at Villa Park on a three-year contract for an undisclosed fee, having helped Leicester win the Premier League title last season as well as being a member of the Middlesbrough team that gained promotion to the top flight while on loan to the north-east side.

He spent the first half of last season at Leicester, making 12 league appearances for the title-winning Foxes, before joining Championship side Boro on loan in February.

In all, De Laet made 129 appearances for Leicester in four years after joining from Manchester United, while also winning promotion to the Premier League with the Foxes in 2014.

Villa manager Roberto di Matteo said: “I’m very pleased to have brought Ritchie to the club.

“He is another player who not only has Championship experience but has also played a part in helping a team win promotion back to the Premier League.”

Lassa fever: Don’t panic, Edo tells residents

The Edo State Government on Tuesday said it had reactivated its response and surveillance team for the prevention of Lassa ‎fever, a few days after four persons reportedly died from the epidemic.

The recent victims, including a medical doctor, were said to have died in Anambra State and their blood samples tested positive at the ‎centre for Lassa fever diagnosis and treatment – located within the Irrua Specialist Hospital, in Esan North-East Local Government Area of Edo State.

However, the Edo State Commissioner for Health, Dr. Eregia Ahianuwa, who disclosed this to The PUNCH in Benin, the state capital, said there was no need for residents to panic, adding that there had been no reported case of an outbreak in the state.

Ahianuwa said that disease surveillance officers had swung into action by moving into rural communities, where additional awareness was required.

She said, “We have taken the relevant measures already. We never really stopped. But we have reactivated our response team.

“We have disease surveillance officers. They started moving out yesterday to go beyond the cities.‎”

She also said efforts were being made to ensure that residents of the state maintain a hygienic environment.

According to her, such efforts were necessary due to the position of Edo as a transit state.

“Our jingles have been reactivated. So, we want to ‎acquaint people with this information, in case they have forgotten.

“Once that is back to its peak, we are already doing something. So far, there is no reported case in Edo. For that, we are grateful.

“We know that our state is a transit area and a lot of persons pass through. So, once people are aware that they should still take the relevant precaution, in terms of storage of their food water, washing of hands and proper disposal of their waste and avoiding touching the rat, then that means things will continue to be okay for us.”

The commissioner allayed the fears of residents of a possible spread.

Ahianuwa added, “There is no need for panic at all. Like I said, there is no reported case in Edo State. We have a centre in Edo for the management of Lassa fever‎.”

“Even beyond that, the point is prevention; that is what we need. A lot of persons should become more aware. Once people are reminded and they take the relevant precaution, there is no problem. There is no need to panic at all.”

Oyo govt approves creation of 35 LCDAs

The Oyo State Government has approved the creation of 35 Local Council Development Areas from the existing 33 council areas in the state.

Mr. Gbade Ojo, the Chief of Staff to Governor Abiola Ajimobi, told journalists in Ibadan on Tuesday that the move was in accordance with the advice of the state House of Assembly, which argued that for effective grassroots development, creation of the LCDAs was vital.

During the briefing, the Commissioner for Local Government and Chieftaincy, Mr. Bimbo Kolade, said the newly created LCDAs are financially capable; while the state Commissioner for Information, Culture and Tourism, Mr. Toye Arulogun, commended the citizens for their support and compliance in the renewed Internal Generated Revenue drive by the state government.

Under the new council arrangement, Ibadan zone will get 14 councils, while Ibarapa zone will get two more councils. Four councils will be added to Oyo zone, Ogbomoso zone will get seven and Oke-Ogun area will get eight.

Presently, Oyo State has 33 council areas, but with the new move, the state will be divided into 68 council areas, with 35 new councils having LCDA status.

NIS insists on re-screening 2,000 protesting recruits

The Nigeria Immigration Service on Tuesday insisted that it would go ahead with the re-screening of the 2,000 dismissed immigration recruits, in spite of their continued protest.

The recruits had intensified protests in Abuja following moves by the NIS to re-screen them before giving them any employment.

The Service spokesperson, Mr Ekpedeme King, said on Tuesday that screening of the dismissed “applicants” whose names were earlier published in newspapers would take place as scheduled at the NIS Headquarters, Abuja, from Aug. 29 to Sept. 4.

He explained that the proposed ‎ background checks on the “applicants” which included security clearance, drug test, certificate verification and age on rank were mandatory before any employment into the NIS.

He said, “The background checks are a normal practice globally when recruiting personnel into military and paramilitary agencies.

“Let me say that failure to submit oneself for screening would be regarded as withdrawal of interest in the recruitment exercise.”

He said that the exercise was not a fresh recruitment and urged members of the public not to forward any employment application to the NIS.

The 2,000 dismissed recruits had been protesting at the National Assembly and the Ministry of Interior since 2015 for their reinstatement.

Their protest, however, took a different dimension on Monday when they joined ‎ members of the Bring Back our Girls movement to march to the presidential villa to demand their reinstatement.

They were employed by a Presidential Committee set up by former President, Goodluck Jonathan in 2015 following the tragedy that marred the March 2014 recruitment exercise.

Many candidates died and others sustained injuries during the recruitment exercise.

Man on trial for bottle attack in Lagos

A 26-year-old man, Rasaki Sule, who allegedly attacked a man in the company of his wife with a bottle, is facing trial at a Surulere Magistrates’ Court, Lagos.

The accused, whose address is unknown, was arraigned for a two-count charge of assault occasioning harm and stealing.

According to the prosecutor, Sgt. Christopher Okoliko, the offences were committed at School Bus Stop, Orile-Iganmu on Aug. 14 at about 10.20 p.m.

He said the accused with others now at large attacked the complainant, Oluwasegun Ogundiran, when he was trekking home with his wife.

He said, “He was attacked with bottle on his forehead and they collected N17,000 from him.

“While the husband was trying to battle the assailants, the wife ran away for her dear life.

“He was bleeding at the scene when the police came and took him to the hospital for treatment.

“The accused was arrested while others disappeared with the money.”

The offences contravened Sections 285 (a) and 409 of the Criminal Law of Lagos State, 2011.

The accused denied the charge.

The Magistrate, Mrs M.I. Dan-Oni, granted the accused bail in the sum of N100, 000 with one surety.

The surety must be gainfully employed with an evidence of tax payment to the Lagos State Government, she said.

The case was adjourned to Sept. 12

Guardiola confirms Bravo on his way to replace Hart

Pep Guardiola insisted on Tuesday that he will continue working with Joe Hart at Manchester City, even as Barcelona goalkeeper Claudio Bravo flew in to replace the unwanted England international.

Hart has been the most high-profile victim of Guardiola’s new reign as manager of the Premier League club, with the City boss publicly announcing his preference for a goalkeeper who can play better with the ball at his feet.

Willy Caballero replaced Hart for City’s first three competitive games, all victories, that Spanish manager Guardiola has overseen.

Bravo flew in to Manchester from Barcelona on Tuesday to complete his reported £17 million ($22 million, 20 million euros) transfer from the Spanish club, a move that will see Hart, England’s undisputed first-choice goalkeeper during this year’s European Championships, relegated to third choice at the Eastlands.

Hart’s plight has been compounded because potential moves to Everton and Sevilla appear to have fallen through, at least in part due to his high salary which makes even a loan move prohibitive for many potential suitors.

“I have an excellent relationship with Joe. We are clear – him with me, I with him. We spoke about football,” said Guardiola who was photographed talking to Hart during training ahead of City’s Champions League qualifying tie with Steaua Bucharest on Wednesday.

“So I can’t deny what everybody knows. Barcelona, seven to 10 days ago, were the first ones to announce contact with Manchester City.

“But I’m sorry guys, until the deal is complete or not complete (I can’t speak), but at the moment the player (Bravo) is not our player,” Guardiola also told reporters.

“Until August 31, all the players here are my players, and I will work with them like there is no end, so after that we can speak about everything.

“The situation with Joe, I spoke about in the last two press conferences. I am not able to speak about negotiations.”

Meanwhile, Guardiola has backed forward Raheem Sterling to cope with the abuse he is receiving from opposition supporters after he was roundly booed in the weekend victory at Stoke.

Sterling suffered more than most from England’s disappointing European Championship campaign and attracted unwanted attention off the field, but Guardiola has no doubt his player will prevail.

“The fans may boo because they know how good he is,” said the manager. “He has shown us, he has shown me, that in this team he is mentally strong and can focus on his job from the beginning of the game.

“He will make good things happen for us and for the England national team, I’m pretty sure of that,” the former Barcelona and Bayern Munich boss added.

“When people stop talking about him for what happens off the pitch and talk about him for what happens on the pitch then everything is going well.”

The City manager has made an impressive start to the new campaign despite being without injured captain Vincent Kompany and pre-season signings Ilkay Gundogan and Leroy Sane, although he expects the trio to be available for the Manchester derby on September 10.

“Now we have this week and then 10 days to work with them in training sessions to improve their physical condition,” said Guardiola. “Hopefully when we come back from the international break they will be fully part of our training sessions.”

PDP labelled me disloyal for refusing to share money – Osunbor

Former governor of Edo, Prof. Oserheimen Osunbor, said he was declared disloyal by Peoples Democratic Party over his refusing to share the state’s resources to party leaders.

Osunbor, who defected to the All Progressives Congress at the 2015 general elections, disclosed this at APC’s campaign rally in Iruekpen, Esan West Local Government Area, for the September 10 governorship election in the state.

He described the PDP as an “evil party”, whose interest was not for the development of the state, but to share the resources among party leaders.

He said that such mentality of the party was reason for the defection of prominent sons and daughters of the state to the APC, adding that PDP was a “sinking ship”.

“Evil people have hijacked the PDP; the party is a sinking ship, which is why I have told my people to act like the former president, Obasanjo, by tearing their PDP membership cards.

“I have told them to join the party that is interested in their welfare and the overall development of the state.

“PDP has no interest in what becomes of the state and the people, but their pockets.

“This was why they said I was not loyal because I refused to share the money meant to develop the state while I was the governor. That was why they started fighting me.

“The PDP, whether at the local, state or federal level can’t do anything for us, it is only the APC that can make us a proud people through development,” Osunbor stated.

Addressing the rally, the APC governorship candidate, Mr Godwin Obaseki, said that Edo people, having produced great sons and daughters in various sectors of the polity, deserved the best.

He said that he was in the best position to govern and offer the people the best, being part of Oshiomhole’s success story.

Obaseki promised to not continue with the laudable projects of the Adams Oshiomhole government and also take it to another level through job creation and human empowerment.

70 members of the PDP defected to the APC at the rally.

Oil prices extend losses

Oil prices fell on Tuesday, extending the previous session’s sharp losses caused by prospects of another increase in supplies.

Around 1200 GMT, Brent North Sea crude for delivery in October had lost 36 cents to stand at $48.80 a barrel compared with the close on Monday.

US benchmark West Texas Intermediate for October delivery gave up 28 cents at $47.13 a barrel.

The losses were far less acute however compared with the drop on Monday, when prices tumbled by around $1.50 a barrel.

After a seven-session rally that put oil into a bull market – a 20 percent jump in prices from recent lows – the commodity has taken a hiding since the start of this week.

On Monday, WTI and Brent contracts shed around 3.0 percent of their values, mainly as a result of Iraq signalling a likely increase in crude output, according to traders.

“Oil prices are on the back foot as the oversupplied outlook trumps any hopes of coordinated producer action to support the market,” oil brokers PVM said in a note to clients on Tuesday.

Both main oil contracts surged last week as it emerged that the OPEC producers club and its rivals will meet next month, with speculation they could discuss ways to tackle an oversupplied market.

“Global oversupply is now back in focus,” said Dorian Lucas, analyst at energy research group Inenco.

“Even with OPEC and Russian collusion to freeze production, crude oil supply would still be in abundance. The rally in crude oil prices that began at the start of August was well overdone and not in line with supply and demand fundamentals,” he said, adding that further losses were expected.

“However, this will be dependent upon movement in the value of the dollar, which has been weakening since the Federal Reserve decided to defer an interest rate rise in July’s committee meeting.”

A weaker US currency makes dollar-denominated crude cheaper for holders of rival currencies, boosting demand. The opposite tends to occur when the greenback strengthens.

Police seal off ex-Kano governor, Kwankwaso’s residence

Combat-ready policemen on Tuesday in Kano sealed off the residence of former Kano State Governor, Sen. Rabiu Kwankwaso.

The residence, located at Lugard Road, is a few minutes-drive away from the Kano Government House.

Also, Kwankwaso’s Lodge Road residence, which serves as the headquarters of Kwankwasiyya Movement, was sealed up over alleged plan by the former Governor to conduct mass wedding.

The Kano State Police Command confirmed the development.

“We have directed our men to seal the residence, following an intelligent report that there is plan to conduct mass wedding at the house,” the Police Public Relations Officer, DSP Magaji Majia, said.

“Police did not issue permit for any mass wedding at the residence.”

However, a Kwankwasiyya Movement insider told our Correspondent that “the mass wedding was conducted on Monday secretly, with only the bride and groom and  next of kin in attendance, including some selected Islamic scholars”.

Man remanded in Kirikiri for stealing canned drinks

A 38-year-old guard, Micheal Aniefie, who allegedly stole seven cans of drinks valued at N700 was on Tuesday remanded in prison pending the fulfilment of his bail conditions.

An Ikeja Magistrates’ Court, which gave the ruling, directed that the accused should be kept in Kirikiri Prisons.

The Magistrate, Mr A.A. Adesanya, had granted the accused bail in the sum of N5, 000 with one surety in like sum.

Aniefie, however, could not immediately meet the bail condition and was remanded in prison.

The accused, a resident of Agege area of Lagos, is being tried for stealing.

The Prosecutor, Insp. George Nwosu, told the court that the accused committed the offence on July 31 at Ogba, Ikeja, Lagos.

Nwosu said that the accused stole seven cans of Orijin Zero drinks valued at N700, products of Guinness Nigeria Plc.

“The accused stole seven can of drinks from the warehouse,” he said.

Nwosu said that the accused was caught with those drinks when he was searched at the end of his shift.

“When the accused was intercepted at the gate and searched, seven can of Orijin drinks were found in his bag,” he said.

Nwosu said the offence contravened Section 285 of the Criminal Law of Lagos State, 2011.

Section 285 provides that if convicted, the accused is liable to three years imprisonment.

Kerry warns against use of ‘excessive force’ on Boko Haram

US Secretary of State John Kerry on Tuesday congratulated Nigeria on its recent military successes against Boko Haram, but warned the country will face a blowback if it “cracks down” on the Islamists with excessive force.

Speaking at a press conference in the northern city of Sokoto, Kerry praised Nigeria for reclaiming swathes of territory from Boko Haram and releasing thousands of hostages over the past year.

Nigeria has made “important progress”, Kerry said. “Nigeria and its neighbours are degrading Boko Haram’s capabilities.”

But Kerry cautioned against a heavy-handed response and emphasised respect for human rights.

“In the wake of terrorist activity, some are tempted to crack down on anyone and everyone,” Kerry said.

“But extremism can’t be defeated through repression or fear. Fear instilled through repression invites not confidence but contempt,” Kerry said, “it creates terrorists.”

Amnesty International and Human Rights Watch have accused Nigerian troops of excessive force and extra-judicial killings of suspected Boko Haram insurgents, hundreds of Shiite Muslims and pro-Biafra protestors. The military has denied the charges.

On his third visit to Nigeria in less than two years, Kerry met with traditional and religious leaders, including Sokoto Sultan Muhammadu Sa’ad Abubakar.

Kerry appealed to Nigerians to practise equality and tolerance to “overcome deep-seated ethnic and religious divisions.”

His remarks come one day after police reported that a Muslim mob in northern Nigeria killed eight people after torching the house of a Muslim man who stood up for a Christian student accused of blasphemy.

Kerry is due to meet with President Muhammadu Buhari later on Tuesday in the Nigerian capital of Abuja as part of a three-nation tour focussed on counterterrorism.

The top US diplomat, who was in Kenya on Monday, is expected to discuss the Boko Haram insurgency, fighting corruption and boosting Nigeria’s moribund economy that has been pummelled by the drop in global oil prices.

In its quest to create a fundamentalist Islamic state Boko Haram has killed more than 20,000 people and displaced 2.6 million from their homes.

With homes and businesses destroyed and farmland devastated, the United Nations has warned that some 50,000 children could starve to death this year in Borno state alone if nothing is done.

Earlier in August the US government pledged $37 million in aid for victims of Boko Haram as fears of a famine mounted in the ravaged Lake Chad region.

Ikeja Electric visited us once, says father of electrocuted girl

The father of 14-year-old Deborah Faleke, who was killed by a high-tension wire belonging to Ikeja Electric, said the company only visited them once since the incident occurred on May 21.

Deborah had two distinctions and six credits in the just released West African Senior School Certificate Examination results.

Tragedy struck on Fagbenro Street, after a high-tension which belonged to Ikeja Electric fell on Deborah when electricity supply was restored to the area around 10a.m on May 21. The 14-year-old was immediately electrocuted.

“The management of IE visited my family once, since then my family had not seen or heard anything from IE’s management’’ he said.

He also said that recently the Nigerian Electricity Regulatory Commission sent its representatives to commiserate with him and his family over the lost.

However, IE’s head of Corporate Communications, Mr Felix Ofulue, said that the matter was being handled by its legal unit.

Pastor Ademola Faleke, the father of the deceased, also said on Tuesday that Deborah performed excellently and her result was one of the best in her school.

He said, “The late Deborah had two distinctions and six credits out of the nine subjects she sat for in the 2016 May/June Examination.

“She had C6 in Economics, B3 in Geography, C5 in Civil Education, and C4 in English Language.

“She also had C4 in Mathematics, B3 in Chemistry, E8 in Biology, C6 in Physics and F9 in Marketing respectively.’’

The pastor, moved to tears while reeling out the result, said that Deborah had desired to study Biochemistry in one of the privately owned universities in Ogun before her untimely death.

He said, “I had promised to finance her education to her desired level then.

“Now that she was no more, the result had become a wasted effort and her hopes of studying the course of her choice dashed.’’

“My daughter was the Senior Girl in her secondary school during her final year.

“She was also the president the school Jet’s Club and the Secretary of its Literary and Debating Society.

“As a father, I had promised her then that I would try within my power to ensure that she achieved her education desire but the will of God must prevail.”

Minimum wage can’t buy a bag of rice – NLC

The Nigeria Labour Congress, Anambra state chapter, on Tuesday described as laughable that the country’s minimum wage could no longer buy a bag of rice.

The Chairman of the congress in the state, Mr  Jerry Nnubia, stated this during a rally in solidarity with Nasarawa state workers who were allegedly killed by the police while protesting against the slice in wages by the state government on July 29.

Nnubia who said it was wicked for any state government to think of cutting down workers’ pay at this time of economic hardship, described the Nasarawa action as inhuman.

 “ We are here today to show solidarity with our members in Nasarawa state who were killed and injured by overzealous policemen at the gate of government house, Nasarawa for opposing slice in their salary by the state governor,  Tanko Al-Makura.

“Why should workers be victims of every economic doom? When we have economic boom nobody remembers workers.

“A bag of rice today is N23,000 or more and their minimum wage is N18,000. This is laughable.

“Why haven’t the governors sliced their wages and those of their aides?

 “Our position is that any governor that can’t pay workers’ salaries should resign.

“Is it not laughable that the same salary paid when a bag of rice was sold for N9, 000 is the same salary that is paid when a bag of rice is sold for N23,000 or more?”

Slicing of anybody’s salary now is not only wicked; it’s criminal, the NLC chairman stated.

Retired civil servants in Edo State on Tuesday protested against the non-payment of their entitlements in Benin.

The pensioners, bearing placards and singing solidarity songs, staged the protest under the aegis of the Edo State chapter of the Nigeria ‎Union of Pensioners.

The pensioners had taken to the streets on August 8 demanding the payment of their arrears, which they said ranged from seven months to 42 months.

MEND threatens to pull out of talks with FG

The Movement for the Emancipation of the Niger Delta has threatened to pull out of the ongoing dialogue with the Federal Government should the government decide to hold separate talks with the Niger Delta Avengers’ team led by Chief Edwin Clark.

MEND warned that it would disband the Aaron Team 2 led by Odein Ajumogobia should the Federal Government hold peace talk with the NDA.

The militant group in a statement on Tuesday signed by its spokesperson, Jomo Gbomo, described the NDA decision to name a separate dialogue team headed by Clark as hasty, premature and capable of sending wrong signals to the Federal Government that the Niger Delta was incapable of speaking with one voice.

While hailing the resolve by the NDA to stop the attack on oil installations, MEND disagreed with the NDA on the choice of Clark to lead their team for a dialogue with the Federal Government.

MEND stated that attacks on oil installations to force concessions from government were no longer fashionable, recalling that it stopped all forms of hostility against economic assets of the country since May 30, 2014.

It pointed out that at almost 90 years of age, Clark would not be able to stand the rigours of dialogue and negotiation of the Niger Delta question and, as such, should not be considered to lead the negotiation team of the NDA.

It said, “It is imperative to emphasise that the Federal Government of Nigeria must not set a precedence of dialogue with criminals.

“If, on the contrary, the Federal Government chooses to hold a separate dialogue with the NDA team led by Chief Clark, MEND shall immediately disband the Aaron Team 2 and pull out of the ongoing talks.

“We insist that the NDA, their patrons, sponsors, supporters and sympathisers are criminals and haters of the current administration (as revealed by the Reformed Niger Delta Avengers – RNDA) who must publicly renounce all forms of hostility against Nigeria. Once this is done, MEND shall embrace the NDA and their co-travellers.”

We will not manipulate Ondo guber primary – APC

The All Progressives Congress Chairman in Ondo State, Chief Isaac Kekemeke, says the party will not manipulate the process of the August 27 governorship primary in the state.

Kekemeke said on Tuesday that the electoral process would be “free and fair.’’

23 governorship aspirants will participate in the primary with over 3000 delegates.

He said, “As far as the forthcoming governorship primary in Ondo State is concerned, there is no basis for manipulation and there will be no imposition of candidate.

“It is the delegates (voters) that will speak and whoever the delegates pick becomes the candidate of the party.

“As the chairman of the party in Ondo State, I have no specific role to play in the conduct of the primary.”

The chairman said the primary would be conducted by the leadership of the party at the national level without bias.

He said, “I know that the leadership of our great party at the national level has put in place mechanism to ensure free and fair conduct of the governorship primary on Saturday, Aug. 27.”

He described the current disaffection within the state chapter of the party as “family affair’’ that would be resolved within the family.

He said that the party had commenced the process of reconciling aggrieved members to form a formidable party aimed at defeating the ruling Peoples Democratic Party in the state at the November 26 Governorship Election.

He said, “We have started working as a team toward routing PDP out of power in Ondo State comes November 26.

“Although, we are not ruling out having moles amongst us, but APC as a party, has what it takes to deal with such situation.”

Rape cases on the rise in Gombe, says group

The Child Protection Advocates in Gombe have expressed “deep concern’’ over the rising number of rape cases in the state.

One of them, Malam Yaya Hamman, Adviser, Child Protection Network, said on Tuesday that the situation was becoming “scary and frightening’’.

He said, “Rape is becoming too incessant and persistent; it is certainly not good for the girl-child.”

Hamman expressed regrets that perpetrators of the act were usually unpunished.

“Even when the perpetrators are apprehended, no punishment is meted on them; that encourages them to do even worse things,’’ he said.

He blamed the situation on parents’ attitude and observed that most parents would rather keep quiet about it.

He said, “Most parents think that the victim will be a subject of ridicule if exposed and will prefer that no one is told.

“They will prefer that the poor girl is left to suffer in silence.

“Parents will cite traditional norms and the fear of stigmatisation as reasons for keeping quiet; we have tried to tell them that they are not helping matters.”

He said that the CPN was committed to ensuring that such evils were severely punished, and called for more advocacy visits to local governments as well as religious and traditional rulers to enlighten them on the need to report rape cases.

Hajiya Fatimah Birma, Gombe State Coordinator of CPN, on her part, regretted that the network’s effort against rape always came to nought.

Birma, a lawyer, said that parents had always withdrawn cases taken to court.

She said, “Parents either apply to withdraw their cases or will distance themselves from it by refusing to testify before the court.

“Rape case without witness is zero because there will be no evidence to convict the suspect.”
According to her, rather than helping CPN to deal with the perpetrators, parents will come to beg me to leave the matter.

Mr Janis Maiyamba, Director, Child and Social Welfare Department, Ministry of Women Affairs, Gombe, however, said that the only solution to the menace was the domestication of the Child Rights Act.

Malam Abdulhameed Ibrahim, Gombe State Attorney General and Commissioner of Justice, said that the state had reviewed 190 laws from among those adopted from the defunct Bauchi State.

He said, “Initially, the prescribed punishment for rape was two years, but now we have reviewed it to 14 years.”

As part of the advocacy against rape, the Bauchi office of UNICEF recently trained 28 journalists on ethical reporting with respect to children.

UNICEF at the training specifically urged journalist to avoid references that could expose children to any stigma while reporting sensitive issues.

JAMB assures of smooth 2016 admission process

The Registrar of the Joint Admissions and Matriculation Board, Prof. Ishaq Oloyede, has assured that the 2016 admissions into the country’s tertiary institutions will be smooth.

This is contained in a statement issued by JAMB on Tuesday.

Oloyede spoke at the opening of the first technical committee meeting on the 2016 admissions to first choice institutions which opened at the Bayero University, Kano on Monday.

He said that the only difference between 2016 admission process and what had been the practice was the policy that there should be no written Post-UTME test.

The registrar said that all other processes would be the way they have always been.

He said, “It is more pleasant to me that in the almost four decades of JAMB, this is the first time that the technical meeting will hold in Kano.

“Every year the board convenes meeting for placement of suitably qualified candidates into tertiary institutions, taking into consideration vacancies available.

“It also considers guidelines approved for each institution by their respective proprietors.

“The meeting also looks at the preference expressed for the institutions and courses by the candidates.”

He said that the senates of each institution have the prerogative of admitting candidates to their respective schools subject only to national policies.

The policies guidelines stipulated by the proprietors of the institutions must adhere to the 60:40 science/art ratios for conventional universities and 80:20 science/art ratios for non-conventional universities.

He added that the guidelines also include 70:30 technology/non-technology ratios for national diploma awarding institutions, among others.

He said, “The institutions must adhere strictly to subject combinations of various courses as specified by the respective Senates and included in the 2016 UTME brochure.

“Institutions are expected to adhere to the 2016 admissions quota as prescribed by the regulatory bodies like the National Universities Commission, National Board for Technical Education and the National Commission for Colleges of Education.

“For federal universities, the criteria stipulated by the Federal Executive Council, concerning merit, catchment and educationally less developed states, should be complied with.”

Oloyede further said that in the discharge of this national assignment, it was important that stakeholders act with focus on what was beneficial to the largest number of Nigerians.

He said, “We must avoid adding to the burden of our people who rightly yearn for higher education as a veritable means of active participation in public life.

“While urging us to work hard and exhibit commitment, synergy and cooperation between the board and the institutions, I assure you all that the hands of fellowship, which my predecessors have extended to the institutions, would be strengthened for the advancement of national goals.

“My immediate past predecessor, Prof. ‘Dibu Ojerinde, in particular and others in general, have lifted the board to an enviable standard of international repute and we cannot afford to do less.

“The task of JAMB is coordination and not substitution of the traditional responsibilities of the Senates of tertiary institutions.

“Consequently, no candidate must emanate from any other source (JAMB inclusive) outside the list prepared and recommended by the institutions.”

He, however, said that JAMB had the right to reject candidates for non-compliance with extant rules and regulations but would not be allowed to substitute or originate any names without the prior concurrence of the institutions.

The registrar tasked institutions to ensure that the admissions exercise was concluded before or by the approved deadline of November 30.

IMF ranking will dampen investors’ confidence, says expert

An Economist, Mr Uche Uwaleke has said that the recent International Monetary Fund ranking of Nigeria’s economy will dampen the confidence of foreign investors who attach importance to the size of an economy.

Uwaleke, who is an Associate Professor and Head, Banking and Finance Department, Nasarawa State University, said this in Abuja on Tuesday.

South Africa is now the biggest economy on the African continent, a position it reclaimed from Nigeria.

Bloomberg, in a report, noted that the Gross Domestic Product published by the International Monetary Fund estimated the size of South Africa’s economy at $301 billion while Nigeria’s GDP was $296 billion.

Bloomberg noted that the rand had gained more than 16 per cent against the U.S. currency since the start of 2016 while Nigeria’s naira lost more than a third of its value.

He said, “I am optimistic that Nigeria will regain its position as the biggest economy in Africa soon given its enormous human and material resources.

“The last GDP rebasing revealed a lot of potentials in Nigeria, especially with respect to diversification away from oil revenue.”

Uwaleke, however, said the possible negative effect might not be significant and would likely be temporary as soon the naira began to appreciate against the dollar in the forex market.

He said the economy had been plagued by over dependence on oil revenue accounting for more than 90 per cent of the Forex earnings and 70 per cent of total revenue.

He said, “Consequently, the economy took a nosedive following the collapse of oil price in the international market.

“Unlike South Africa, the country lacks adequate infrastructure which support production.

“This is because the size of an economy as measured by GDP reflects the value of goods and services produced in that economy over a period of time usually one year.”

Uwaleke advised that the government should intensify export-driven diversification efforts, especially through agriculture and solid minerals.

“I believe that investment in enabling infrastructure such as power will go a long way in encouraging both local and foreign investors in Nigeria.”

CBN orders banks to allocate 60% of forex to manufacturers

The Central Bank of Nigeria has ordered Deposit Money Banks and other authorised dealers in the foreign exchange market to allocate 60 per cent of total their total forex purchases from all sources (interbank inclusive) to manufacturers.

The CBN, in a circular issued on Monday, said the DMBs must sell 60 per cent of their forex to end users strictly for the purpose of importation of raw materials, plant and machinery.

In the circular, dated August 22, 2016, and signed by the acting Director, Trade and Exchange Department, Mr. W.D. Gotring, the CBN said it took the decision following its review of returns on the disbursement of forex and observed that a negligible proportion of the forex sales were being channelled towards the importation of raw materials for the manufacturing sector.

The circular read, “Following the review of returns on the disbursement of foreign exchange to end users, it has been observed that a negligible proportion of foreign exchange sales are being channelled towards the importation of raw materials for the manufacturing sector.

“Against this background and in order to address the observed imbalance, authorised dealers are hereby directed to henceforth dedicate 60 per cent of total foreign exchange purchases from all sources (interbank inclusive) to end users strictly for the purpose of importation of raw materials, plant and machinery.

“The balance of 40 per cent should be used to meet other trade obligations, visible and invisible transactions. For the avoidance of doubt, authorised dealers are to continue to publish weekly sales of FX to end users in the national newspapers and to render statutory returns on same to the CBN promptly. Please ensure compliance accordingly, until otherwise advised.”

Reborn Sterling leads Manchester City’s Champions League charge

As Pep Guardiola’s Manchester City advance upon the Champions League group phase, previously maligned winger Raheem Sterling appears to have been reborn.

Sterling, 21, joined City from Liverpool in a fractious 44 million pounds ($57.8 million, 51.1 million euros) move last year, but flattered to deceive and ultimately lost his place in the starting XI.

He was also derided for some insipid England displays at Euro 2016, but he is thriving under Guardiola and inspired City to a 5-0 win at Steaua Bucharest in their Champions League play-off round first leg.

“Obviously he’s been criticised a lot in the last year, but the way he’s responding is great,” said team-mate Kevin De Bruyne ahead of Wednesday’s return leg against Steaua.

“He’s a great player. I don’t care what people say about him after last year or the Euros. These things happen. Footballers have ups and downs.

“Hopefully he can continue this for us now, because he is very dangerous.”

Sterling set the tone for City in last week’s first leg in Bucharest, winning an early penalty (which Sergio Aguero squandered) and laying on goals for David Silva and Aguero, who scored a hat-trick.

He won a penalty as City beat Sunderland 2-1 on the Premier League season’s opening day and impressed again in last Saturday’s 4-1 win at Stoke City, unselfishly setting up a late goal for Nolito.

Sterling’s return to form has not escaped the attention of new England manager Sam Allardyce.

“People say in football that when you have the dip, it’s how well do you overcome it?” Allardyce told reporters on Monday.

“When you do overcome it, you end up being a much better player and generally your career lasts a lot longer after getting through that period.

“So if he’s through that period and his talent begins to blossom again… He’s a terrific talent.”

– Dundalk still dreaming –

City have won all three of their competitive games to date under Guardiola, but he warned after the Stoke win: “There is time to get better.”

With the tie against Steaua effectively over, Wednesday’s game at the Etihad Stadium gives Guardiola an opportunity to hone his tactical innovations, such as his use of full-backs in central midfield roles.

He may also hand playing time to some of his fringe players, but it remains to be seen whether outcast goalkeeper Joe Hart will be granted a first start of the campaign.

Man remanded in prison for having sex with daughter

A 56-year-old man, Abdullahi Zakari, who allegedly had sexual intercourse with his 18-year-old daughter, is to remain behind bars pending the perfection of his bail condition, a Lagos court has ruled.

A Surulere Magistrates’ Court, which gave the order, said the man should be remanded in Ikoyi Prisons until the bail conditions were met.

The Magistrate, Mrs. M.I. Dan-Oni, had admitted the accused to a bail of N500,000 with two responsible sureties in like sum.

One of the sureties, she said, must be a blood relation of the accused and the other must be living in his own house.

In addition, the magistrate said the sureties must show evidence of tax payment to Lagos State Government.

Zakari, who lives at No.42, Gaskiya St., Ijora-Badia in Apapa area, pleaded not guilty to the charge.

But the prosecutor, Sgt. Anthonia Osayande told the court that the accused committed the offence at his apartment between February and August.

She said, “It is a shameful act that should not be condoned.

“This is a serious offence and an abomination. The complainant said the father used to fondle her breast anytime she was in the room.

“The accused had sex with the daughter against her wish.”

The offence contravened Section 258 of the Criminal Law of Lagos State, 2011.

The case was adjourned to Sept.19 for mention.

John Kerry lauds Sultan Abubakar for promoting religious tolerance

He said that being the first secretary of state to visit the seat of the caliphate, all hands should be on deck towards strengthening religious knowledge among Nigerians.

Sultan Sa’ad Abubakar had earlier expressed delight at the visit.

He said that the council would continue to promote peaceful coexistence among Nigerians for the overall political growth of the country.

He explained that religious tolerance and understanding among Nigerians remained the principal objective of the Sultanate in mobilising Nigerians to tolerate one another for peace, progress and political stability of the country .

Gov Aminu Tambuwal, who accompanied Kerry to the palace, said the state government would continued to strengthen peaceful coexistence among the people, irrespective of religious, tribal and political differences.

“We don’t discriminate on religious, tribal, ethnic or political affiliations as we accommodate all for peace and harmony, ” he said.

Kerry had a closed door meeting with Sultan Sa’ad Abubakar and some leaders of the two major religions.

Gov. Abdulaziz Yari of Zamfara and Alhaji Inuwa Abdulkadir, Deputy National Chairman of APC North West, were present during the courtesy visit on the Sultan.

Clinton ready for ‘wacky’ presidential debate with Trump

White House hopeful Hillary Clinton suggested Monday that rival Donald Trump could be an unpredictable adversary in upcoming presidential debates, saying she is girding for “wacky stuff.”

With the first debate scheduled to take place a month from now near New York, Clinton joked about what to expect from her unorthodox opponent.

“You’ve got to be prepared for wacky stuff. I’m planning on drawing off my experiences from elementary school,” she said on late-night talk show “Jimmy Kimmel Live.”

Trump has suggested he might not attend all of the three scheduled debates.

But he is trailing badly in the polls and the highly watched events offer a much-needed chance to break through with undecided voters.

For a first-time debater, this cauldron of presidential political theater could present a daunting challenge.

Trump has thrown a series of barbs at Clinton, describing her as “crooked” and making opaque suggestions lately that she has unspecified health problems.

Host Kimmel asked Clinton to open a jar of pickles to show she was in good health and also took her pulse as she brushed off a scandal over emails sent from a private server when she was secretary of state.

After Clinton told Kimmel that she used FaceTime video phone calls to visit with her grandchildren, he teasingly demanded whether she had ever considered using FaceTime instead of email.

Clinton also hit back at Trump’s highly contested assertion that she and President Barack Obama created the so-called Islamic State extremist group.

“Who would have guessed this audience would be so enthusiastic about the cofounder of ISIS?” Kimmel asked, after a rousing welcome for Clinton from the crowd.

Clinton responded that she thought “when Trump talks the way he talks, it actually helps the terrorists.”

“I do feel sometimes like this campaign has entered into an alternative universe,” she said.

Suspected police killer beaten to death

The alleged ringleader in the killing of two Palestinian policemen has died in custody after being beaten by security forces, a senior local official said on Tuesday.

The officers were killed in the West Bank city of Nablus last week when gunmen opened fire on security forces.

Two of the gunmen died in the subsequent shootout.

Ahmed Halawa, the alleged leader of the attackers, was arrested by police overnight and taken to the city’s Jneid prison, Nablus governor Akram Rajub told the official Palestinian news agency WAFA.

Once there, he was severely beaten by security personnel, lost consciousness and later died, Rajub said.

“We’ll examine the incident and draw lessons from it,” he said.

Hamas, which runs the Gaza Strip and is a bitter rival of the Fatah-run Palestinian Authority ruling the West Bank, condemned Halawa’s “execution”.

It said it showed “the bloody nature of the Palestinian Authority’s security services.”

Hamas and Fatah are due to contest municipal elections across the Palestinian territories in October.

Amnesty International has accused Palestinian security forces of routinely mistreating prisoners, with torture common and committed with impunity.

Under the 1993 Oslo accords with Israel, Palestinian police are only authorised to operate in 18 percent of the occupied West Bank, encompassing most of the major Palestinian towns, including Nablus.

The northern West Bank has seen a number of Palestinian police raids in recent months. The area has witnessed factional infighting within the ruling Fatah movement of Palestinian president Mahmud Abbas.

Zamfara mob killing barbaric, says Buhari

President Muhammadu Buhari on Tuesday described the killing of eight people in a village in Zamfara State as barbaric and unacceptable.

The incident occurred on Monday after a student of the Abdu Gusau Polytechnic, Talata-Mafara made a blasphemous statement against Islam and Prophet Muhammad. He was consequently attacked by a mob and beaten to a pulp.

A man took pity on him and rushed him to a hospital in his car. The man’s act infuriated the mob; they attacked his house, set it ablaze and killed eight persons.

Reacting to the news on his Twitter handle, @MBuhari, the president vowed that the perpetrators of the act would be brought to book.

He said, “I received news of the mob killings in Zamfara with great dismay. It is barbaric and unacceptable. I assure that the law will take its course.

“My prayers are with the families of the victims.

“Under my watch we will work to ensure that there is no place for violence in the name of religion, ethnicity, or in any guise whatsoever.”

Neymar quits as Brazil captain

Neymar has said that he will step down as Brazil captain after scoring the winning penalty in the 5-4 shoot-out victory over Germany that gave his country Olympic gold.

The Barcelona player was appointed as skipper by Dunga following the 2014 World Cup, in which hosts Brazil were demolished 7-1 by Germany in the semifinals — a match Neymar missed through injury.

After his penalty earned Brazil a memorable triumph, securing the only international honour the country had yet to win, the 24-year-old told SporTV: “Today I have become a champion, and I give up the captain’s armband.

“It was an honour to be captain, but from today I stop being captain. I will send a message to [senior coach] Tite that, from now, he can look for another captain.”

Neymar, who has has won the Confederations Cup with Brazil and the Champions League with Barcelona, said: “I do not like to put one title above the other — every competition I contest and win is important.

“Of course, it had great importance to Brazil and thank God we did it — after a lot of struggling, work and concentration.”

And he thanked his family, friends and colleague, adding: “No one wins alone.”

Neymar had scored a free kick to give Brazil the lead in the gold medal match, which ended 1-1 after extra time.

“I can’t begin to describe them [my feelings],” he said. “I have fulfilled my dream, and to have fulfilled it in my home country makes me very proud.”

Brazil Olympic coach Rogerio Micale said Neymar’s decision to leave the captaincy in the hands of new senior coach Tite demonstrated his newfound “maturity”.

“It demonstrates maturity on Neymar’s part. He is a leader in the national team, he is dedicated,” said Micale.

SMEs non-oil intervention fund: Group lauds FG on policies

The NACCIMA Export Action Group, NEXAG, has urged          the Federal Government to develop policies that can help the SME segment impact positively on the economy through international trade.

Speaking in Lagos, Chairman of the Group, Ade Adefeko, demanded that the Central Bank of Nigeria, CBN  revisit the restriction of the use of non-oil and export proceeds as well as the suspension of the current Export Expansion Grant, EEG, to make the operating environment more SME friendly.

“It has become imperative for the CBN to revisit the policy on restriction of non-oil export and export proceeds because the policy has negatively affected most SMEs, particularly indigenous exporters.”

He wondered why the EEG grant should remain under suspension at a time the Nigerian economy is in  need of other sources of boosting the economy. “The suspension of the Export Expansion Grant, EEG has limited the growth of non-oil export and as such, we are calling on the Federal Government to lift this suspension as a matter of urgency,” he said.

In a communique, the group wants the Federal Government to assist the SME segment in their desire to impact on the economy like compelling the Nigerian Customs Service to accept Negotiable Duty Credit Certificate, NDCC as issued by the Nigerian Export Promotion Council, NEPC for duty payments and accepting the NDCC for payment of other government revenues.

Further, they want the CBN and  NEXIM cooperate with  NACCIMA to make access to fund easier for SMEs particularly with the N300bn non-oil intervention fund already set aside by the government. According to Adefeko “the CBN should simplify the procedure in such a way that the fund will be accessible by exporters, particularly those in the SME segment without being exposed to the intrigues and rigours of the commercial banks.”

17 Nigerian-Turkish schools caught in Ankara coup crossfire

The authorities  and parents of Nigerian-Turkish International Colleges (NTIC), Lagos, Ogun branches have explained why the 17 schools Turkish President Recep Tayyip Erdogan requested Nigerian government to shut down cannot be closed.  They said the schools were run by Nigerians for Nigerians.

Erdogan had alleged that the leader of Hizmet Movement, Imam Fethullah Gulen, who  he alleged is  the mastermind of the attempted coup in Turkey, on July 15, owned  the 17 schools  in Nigeria and thus asked the Federal Government, through Turkey Ambassador to Nigeria, Hakan Gakil, to close them.  Sunday Vanguard checks revealed that the Turkish president  actually requested 170 countries where the schools are established and run for the same favour, but  while only two, including Somalia, obliged on the grounds of  their indebtedness to Turkey,  the other countries have either refused or  are  undecided as they asked for  proof  of Erdogan’s claim.

The schools in Nigeria have over 2,000 staff.  Whereas 100 of them are Turkish, the rest  are Nigerians. They have about  5,000 students.

Reacting, operators of the schools said  that while it was true that the Nigerian-Turkish institutions were not owned by the Turkish government, they were also  not  owned by the  Gulen-led Hizmet Movement although they may share in his philosophy as an Islamic cleric known for being an embodiment of peace both with government and with other people, be they Muslims or Christians  in Turkey or abroad.  They contended that Gulen’s philosophy of government was that it was better run with democracy than with military.

The operators explained that the role of the cleric in the restoration of democratic rule, after four different military coups, governments that ended 20 years ago in Turkey, could not be undermined by mere unsubstantiated allegation like the one levelled by Erdogan.

In an interview, on Friday, Principal of NTIC, Lagos, Ogun states branches, Mr. Yunus Emre Dogan- said, “We wonder what the happenings  in Turkey have  to do with schools that are 95 percent run by Nigerians and for Nigerians.  We are financed by people other than the alleged ownership by Hizmet Movement.   We started here in 1998.   Nigerians are with us and they are supporting us.   In Yobe, for instance, buildings were put up by people who believe in our philosophy and ability and those buildings were donated to us.   Two south western Nigerian governors have two children each with us making four.  Two have passed out to institutions of higher learning and the other governor still has his two children with us and we are duly registered in Nigeria by appropriate  authorities.   So, if we are of any bad habit or do  unclean business, are you saying that Nigeria has no capable intelligence to have detected all that since our inception in this country?

“But that is never our way because ours has been to solve the three problems of humanity with the instrumentality of moral and quality education, namely problem of ignorance, problem of disunity and problem of priority.   We opened  the schools to solve these problems and we are in five states of Nigeria, namely Kano, Kaduna, Yobe, Lagos and Ogun.   Our parents are our strength and now the parents are saying that, ‘no, these schools can’t be closed’ because they are not Turkish but theirs (Nigerians).   And I agree with them because all investments that we put on ground here under the First Surat Group of Companies Limited on profitless basis are basically in Nigeria run largely by Nigerians for Nigerians.

“The schools are only named Turkish but in real sense are Nigerian run.   We are known in Nigeria as science school because out of seven gold medals Nigeria earned from science competitions abroad, five were won by students from this school.  So, we are representing Nigeria internationally and we prepare students for scholarship. “We give scholarship from JSS to SSS up to university level and find jobs for our scholars if, after graduation, they can’t find jobs  because much as we send them on scholarship abroad, we return them home to come and put their earned knowledge and experience abroad to develop their father land.” Dogan  added  that First Surat Group of Companies Limited, under its Group Managing Director, Mehmet Basturk, apart from NTIC, also runs Nigerian Turkish Nile University (NTNU), NTIC and NTNU Alumni Associations, Nigerian Turkish Nizamiye Hospital, NTIC Foundation and Surat Educational Limited, all of  which he said were run to put smiles on the faces of Nigerians.

Earlier in Abuja,  the NTIC,  in a statement by Orhan Kertim, the Managing Director, posted  on the school’s website, had described the call by the Turkish Ambassador to Nigeria, Gakil, for the closure of  the  schools  as “a spurious request.”

In a statement earlier, Gulen suggested the coup attempt could have been staged. Asked on “Fareed Zakaria GPS” if he thought Erdogan might have planned the coup, Gulen said he would “consider such a claim a slander.” He said, “I would submit myself to God before I make such an accusation, knowing I am accountable to God.”  In the CNN interview, Fethullah Gulen said, “If there is anything I told anyone about this verbally, if there is any phone conversation, if one-tenth of this accusation is correct … I would bend my neck and would say, ‘They are telling the truth. Let them take me away. Let them hang me.”

Sunday Vanguard checks revealed that President Muhammadu Buhari, like other world leaders in countries where such request was made for closure of schools run by Turkish nationals on this allegation, is undecided on the Istambul’s request to close the 17 schools.  Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, simply replied to a text message asking what the President’s decision was on the  Erdogan’s request thus:  “I have no information on it.   You may ask Foreign Affairs Ministry.”

Another report, however, has it that,  a former Nigerian ambassador, Suleiman Dahiru, had urged Nigerians to ignore the request of the Turkish government for the closure of  the institutions in Nigeria, describing as baseless, unfounded and unfortunate the request  even as Minister of State for Foreign Affairs, Hajia Abba Ibrahim, declined comments on the issue on the grounds that it was a purely diplomatic issue.
